Human Resources Manager

Full Time – Exempt (40 Hrs.)

Starting Salary: $67,000/yr - 72,000/yr

The Center for the Pacific Asian Family (CPAF) is a non-profit organization recognized nationally for its pioneering work in domestic violence and sexual assault.  CPAF’s multi-lingual and multi-cultural services include a 24-hour hotline, emergency and transitional shelters, counseling, case management, and supportive services.  CPAF also provides violence prevention programs, outreach, education, and advocacy on the issues of family violence and violence against women, focusing on the Asian and Pacific Islander community.

CPAF is a community-based organization that draws from multiple disciplines to holistically serve individuals and families of many different sizes and cultural backgrounds.  Staff work in environments where children are present and may be called upon to provide support as needed.

Summary Statement:

Under the direction of the Director of IT & Administration, along with guidance from the Fiscal Director for compliance related functions, the Human Resources Manager will manage the human resource functions of the organization, which includes employment, compensation, benefits, training, occupational safety and employee relations. The HR Manager will participate in developing, implementing and improving HR policies and practices, ensuring compliance with labor laws and implementation of CPAF’s mission and talent strategy. The HR Manager will develop partnerships across the organization’s management and employees to build and retain a diverse workforce and foster an equitable inclusive workplace. The HR Manager needs to have cohesive knowledge and experience of working within Asian Pacific Islander communities.

Duties and Responsibilities:

Strategic Leadership:

  • Leads, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
  • Works closely with management to develop and implement the short- and long-term recruitment and retention plans to build an effective and sustainable workforce.
  • Trains supervisors on personnel policies and regulations to ensure personnel practices are fair, consistent, equitable and inclusive.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to identify strategies for improvement and effectively communicate recommendations for change in policy, practice, and resources to management.
  • Actively participates in the Racial Justice Committee to advance equity and inclusion in organizational policies and practices.
  • Works collaboratively with administration and finance teams to support the organization’s overall administrative, fiscal, operations, and human resources functions.

Human Resources Management

  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and HR best practices; reviews and modifies policies and practices to maintain compliance and be responsive to evolving organizational needs and advancement of equity and inclusion.
  • Oversees staff development and training by working with the leadership team on professional development plans and performance evaluations.
  • Works with supervisors to support their team’s HR needs, including recruitment, hiring, evaluation, discipline, termination, staff training and development.
  • Develops and implements organization-wide training on HR, IT and administrative policies and procedures through all-staff meetings and team focus groups.
  • Responsible for administration and employee communications regarding compensation and benefits, employee manual and policy updates, 401(k) enrollment and education, employee engagement and appreciation.
  • Manages workers’ compensation, state disability and unemployment claims; disputes and investigations; occupational health and safety.
  • Administers employment leaves, including filing reports to the EDD and maintaining communication with staff and supervisor prior to leave and during leave to coordinate return-to-work and any accommodations.
  • Monitors and ensures the organization’s compliance with any applicable grant or funder requirements regarding personnel policies and procedures. Partners with finance and other staff during administrative audits related to HR.
  • Maintains personnel documents and required regulatory filings.
  • Maintains job descriptions, personnel files, and employee records.
  • Responsible for on-board/off-board of new/existing employees.

Timesheet Management:

  • Responsible for timesheet collection from all employees for payroll processing, ensuring timely and accurate submissions.
  • Trains and supports employees’ and supervisors’ understanding of and compliance with timekeeping policies and procedures.

Travel: Performing duties on-site and traveling between CPAF locations and meeting sites are required for this position.  Therefore, applicant must have reliable transportation. Must have a valid CA driver’s license and be eligible for coverage under CPAF’s auto insurance policy if using own vehicle to perform duties.

Teamwork: Provide general support asked of all staff which may include: responding to emergencies, providing hotline or site coverage, providing translation, maintaining a functioning office.  Participate in program and organizational development and fundraising, and attend staff and team meetings.

Outreach: Identify/create opportunities to be an ambassador for CPAF’s mission.

Qualifications: The qualified candidate must possess demonstrated knowledge, skill, abilities and experience in the following areas:

General

  • Committed to eliminating intimate partner violence, sexual abuse, and family violence; practices non-violence including non-corporal child discipline.
  • Understands and is aligned with CPAF’s organizational values of Commitment to Nonviolence, Upholding Confidentiality, Self Determination, Teamwork, Continued Development, and Collaboration.
  • Understands and appreciates Asian/Pacific Islander cultures; is able to work with diverse communities (race, ethnicity, sexual orientation, disability, age, gender identity, class, etc.). Bilingual in an Asian or Pacific Islander language a plus.
  • Values diversity and inclusion particularly in marginalized communities and has self-awareness of cultural humility.
  • Must submit to DOJ level Live Scan and subsequent arrest notification and annual driving record search.
  • Must complete 65-hour domestic violence/sexual assault certification training within twelve months of employment.
  • Must be based in California and have reliable transportation to and from CPAF headquarters.

Job Execution

  • Experience managing in a nonprofit organization preferred.
  • At least five years of human resource experience with a concentration in HR policy, organizational development, and employee relations.
  • Strong knowledge of HR best practices, laws and regulations, and administering employee benefits.
  • Strong proficiency in using human resource management systems (HRIS systems, Paychex preferred) and Microsoft Office Suite.
  • Required to maintain a high level of accuracy and confidentiality in managing personnel matters and safeguarding confidential personal identifiable information.
  • Effective communication in both oral and written form, demonstrating empathy and listening, communicate with curiosity over judgement, and is consistent, reliable, transparent and accessible.
  • Effectively manage own work and work of teams when relevant, ensuring delivery of high quality work.
  • Strong work ethic, self-directed and able to coordinate multiple tasks, and highly motivated.
  • Able to work well independently and as a member of a team; able to work collaboratively and thrive in a flexible, evolving environment, openly adapt and respond to change and ambiguity effectively.
  • Able to address crises and problem-solve with open communication effectively and efficiently.
  • Able to plan work schedule respective to department needs, including working evenings or weekends if needed.
