Full Job Description

The Chief Human Resources Officer (CHRO) is a member of the Executive Team responsible for leading the development and implementation of the organization’s human resources strategy, policies, and practices to support the mission and goals of the agency. Reporting directly to the CEO, this position will oversee all aspects of human resources, including talent acquisition, employee relations, DEI, performance and talent management, compensation and benefits administration, payroll, human resources operations and compliance with employment laws and regulations. The CHRO serves as a trusted strategic business partner by using knowledge, experience, and innovation to help solve challenging people and business issues. The CHRO appropriately balances employee advocacy and business priorities to create an employee-centric workplace that fosters high performance, employee engagement, cultural competency, and a climate of diversity, equity, and inclusion.

 

Required Education, Experience & Competencies

  • Bachelor's degree in HR, Psychology, Business, or related field required. Master's degree preferred. PHR/SPHR or SHRM-CP / SHRM-SCP certification highly desirable
  • A minimum of 7 years in a mid-senior level HR leadership role with extensive HR generalist competencies, preferably in a non-profit and/or healthcare setting with multiple locations
  • In-depth experience and expertise in talent acquisition, engagement and retention, employee relations, performance and talent management, succession planning, payroll, compensation and benefits administration, employment law, regulations, and HR compliance
  • Contemporary knowledge of HR best practices with the ability to identify and develop best practices and implement them within the culture
  • Demonstrated experience as a consultative leader, influencer, and change agent with a history of successfully managing multiple projects, competing priorities, and complex HR issues in a demanding and rapidly changing environment
  • Demonstrated leadership experience mentoring and building a credible, hands-on, values-driven, HR team with a continuous improvement philosophy
  • Demonstrated experience developing strong, collaborative business relationships with agency leadership, employee groups and direct reports
  • Possesses an authentic and approachable leadership style with high self and social

awareness; Is engaging, trustworthy, and demonstrates integrity and humility

  • Technology adopter who is proficient in Microsoft Office applications (Word, Excel, PPT) and using Human Resources Information Systems to optimize functionality of work tools and efficiencies
  • Adept at working with data/reports to analyze trends, costs, set and measure goals and inform strategy and decision making

 

Position Responsibilities & Essential Functions

  • Serve as agency’s HR Executive and leads the development and execution of HR strategy, operations, policies, and programs and works closely with the Executive Team to develop the organization’s strategic plan
  • Drives execution of business strategies through impactful HR programs and subordinates including talent acquisition, employee relations, performance and talent management, succession planning, employee training and development, and change management initiatives designed to enhance organizational effectiveness, workplace culture, and employee retention
  • Leads and empowers HR Team to exemplify professional customer-focused support to all employees and agency leadership and drives effective, efficient HR operations
  • Oversees workplace investigations and guidance to leaders to ensure employee relations issues are handled fairly and consistently, and in accordance with agency values and employment law to minimize risk to the agency. Partners with legal counsel when necessary.
  • Leads development and interpretation of HR policies and procedures to ensure all employees are treated fairly, respectfully, and in an equitable manner
  • Serves as Administrator and Trustee for all agency health and welfare benefits and 401k retirement plan, including benefits administration, design, renewal, implementation and compliance
  • Establishes and maintains effective relationships with external HR-related organizations and service providers/vendors
  • Leads compensation administration through on-going salary surveys and benchmarking to analyze compensation programs for external competitiveness and internal equity
  • Manages formal salary structures and annual salary planning program to ensure equitable and consistent compensation practices that meet budgetary guidelines
  • Is fiscally responsible in managing the HR budget and expenses
  • Forecasts future HR needs and identifies potential risks and opportunities for development
  • Represent the agency’s interests in the community

  • Demonstrates skills for communication and interaction across cultures, including the ability to recognize and manage personal behaviors, moods, and impulses to create an inclusive, equitable, and welcoming climate within the agency

 

Travel Required

Must have a valid driver’s license and reliable transportation that meets CFS Driver Policy. Occasional travel is required to provide services in different settings and to attend agency meetings, events, conferences, etc.
