Primary Job Purpose
The Arc Erie County, a non-profit organization dedicated to improving support and programs available for individuals with intellectual and developmental disabilities, is seeking a Chief Human Resources Officer (CHRO). Reporting to the CEO, the Chief Human Resources Officer will effectively manage the Human Resources Department in accordance with The Arc Erie County New York philosophy. The CHRO will serve as a strategic business partner, and be responsible for administering all human resources policies, programs and practices and values of the organization. This includes planning, organizing, developing, implementing, coordinating, and directing all the strategic human resources activities and initiatives, and recommending policies and practices to senior management. The CHRO will attend each monthly Board of Directors meeting of the agency and will serve as a representative of the Executive Operations Team.

Bachelor’s Degree PLUS ten years of general/ managerial experience in the Human Resources field

Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

- Responsible for the overall operation of the Human Resource Department to include direct accountability for Staff Development initiatives.
- Plan, develop, organize, implement, direct, and evaluate the agency’s Human Resource and Staff Development function and performance.
- Participate in the development of the Agency’s plans and programs as a strategic partner, particularly from the perspective of the impact on people. Develop and administer an effective recruitment program.
- Develop staffing strategies and implementation plans and programs to identify talent within and outside the agency, identify appropriate and effective external sources for candidates for all levels within the agency.
- Develop progressive and proactive compensation and benefits programs to provide motivation and incentives for effective performance and to provide programs which utilize an employee and agency partnership for the short- and long-range health and welfare protection of the employees.
- Develop programs to allow the agency to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
- Continually assess the competitiveness of all programs and practices against the relevant comparable agencies, industries, and markets.
- Establish credibility throughout the organization with management and the employees to be an effective listener and advisor in order to facilitate effective problem-solving skills and issue resolution.
- Develop appropriate policies and programs for effective management of the people resources of the agency. Included in this area but not limited only the following would be programs for employee relations, affirmative action, sexual harassment, employee complaints, internal /external education and career development.
- Enhance and/or develop, implement, and enforce human resources policies and procedures of the agency by way of systems that will improve the overall operation and effectiveness of the agency, in particular, manage the human resource information systems database (Ceridian Dayforce). Work to incorporate the necessary report, data elements and dashboards to enable critical analyses of the HR function and the people resources of the agency.
- Maintain current knowledge of HR policies, programs, laws, and issues.
- Provide technical advice and knowledge to others within the human resources discipline, serving as a mentor.
- Ensure efficient utilization of the Learning Management System and mandatory training requirements.
- Manage other areas such as DEIA, employee communication, engagement, employee safety/emergency procedures and health and community relations.
- Monitor spending in relation to recruitment, development and engagement efforts, agency wide.
- Continue improving the programs, policies, practices and processes associated with meeting the strategic and operational people issues of the agency.
- Evaluation of the human resource structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.
- Develop internal audits to ensure accuracy in all areas of payroll and human resource administration.
- Approve all employment terminations.
- Provides guidance regarding counseling reports.
- Performs all other duties as assigned.
- A Master’s Degree in Human Resource Management, MBA, or a related Personnel/Human Resources field, PLUS a minimum of five years of executive or senior level management experience in a Human Resource Department. OR A Bachelor’s Degree PLUS ten years of general/ managerial experience in the Human Resources field.
- SPHR and SHRM-CP certification is preferred.
