Position Summary/Purpose of Position:

The position will directly supervise +- 10 On-site Construction Representative (OSCR) staff including both generalists and specialists with responsibility for the alignment and allocation of project workload to staff. Responsible for the successful facilitation of the department’s Field Construction QA program, providing overall coordination of all QA inspection activities for multiple, small and large-scale construction projects for UMD College Park and UMD Service Center schools. Assist the Associate Director of Planning & Construction Technical Support to develop, monitor and evaluate best practices for the successful delivery of all projects. Responsible for quality assurance administration, design review, inspection and testing efforts for projects during construction and close-out phase. Promote and monitor site and personnel safety.

Minimum Qualifications:

Education:
Bachelor’s degree required in Construction Management, Building Science, Engineering, Architecture or a related field.   
 
Experience: 
Minimum of ten (10) years of progressively responsible related experience which includes at least 3 years of direct oversight and management of staff and contractors responsible for successfully delivery of large renovation projects and new building projects of varying size and complexities. Required experience working on projects that construction values exceed $5M.  Proven leadership record is required.  
 
Knowledge, Skills, and Abilities:
o   Ability to provide administration, oversight, leadership and supervision of professional staff in managing the successful implementation and delivery of complex multiple projects.
o   Ability to effectively communicate (oral and written form) and use a computer for email, correspondence, reports and automated project management systems.  Ability to create management reports.
o   Must have a thorough and working knowledge of design and construction management principles and contract administration techniques and best practices.
o   Ability to manage and participate in the review of construction documents for compliance with applicable campus design standards, applicable federal, state and local mandated design criteria and for constructability.
o   Ability to successfully facilitate and coordinate with and between customer departments, campus administration, design consultants, CM, D/B firms and contractors, CAP Leadership, Project Managers, OSCR Staff, governmental and state agencies.
o   Knowledge of national, state and local codes and regulations and best practices as applicable to the design and construction of higher education facilities.
o   Ability to function in a team oriented environment, taking on new tasks with enthusiasm.

Preferences:

LEED Certification desired.

Additional Certifications:

Incumbent must possess a driver’s license, as duties require the incumbent to travel to and from meetings and project sites both on and off campus. IF driving a State vehicle, incumbent must possess a valid MD Class C driver’s license or equivalent with fewer than six (6) points.

The hiring salary range is $89,291- $111,614.

Physical Demands

Work is performed in both an office environment and in the field.  Incumbent must be able to work in a construction site environment and have the ability to work in hazardous or irritating environments, confined spaces and adverse conditions created as a result of construction.  Incumbent must be able to wear and work in personal protective equipment.  Incumbent is considered an Essential Employee.
