Senior Police Supervisor I
Job Description
The Senior Police Supervisor (Lieutenant) position is professional work requiring the supervision of sworn police officers, sworn police supervisors (Sergeants), and non-sworn employees engaged in enforcing the laws of the State of North Carolina and the United States Government at East Carolina University and/or providing other relevant, essential services to the community. Senior Police Supervisors are assigned to serve as lieutenants in the areas of Patrol, Investigations, Professional Standards, or Emergency Management/Special Event/Accreditation, and are responsible for assigning, managing, and reviewing the work of the assigned staff within those units. The sworn staff supervised by the Senior Police Supervisor has full law enforcement authority ranging from traffic control to criminal investigations, or other administrative functions within a specific geographic jurisdiction. The Senior Police Supervisor is responsible for conducting and/or managing the functions of their assigned unit within the Police Department. This includes actively participating regularly in the required duties and tasks of their assigned work units.
Fairly and consistently evaluate subordinates’ job performance in accordance with State and ECU Personnel Policies and the EHRA salary compensation plan directed by UNC System Office and ensure that records are kept in accordance with all relevant policies and expectations.
Ensure that Departmental vehicles are maintained and utilized in accordance with Motor Fleet Management policy or Departmental policy. Ensure that all Departmental/issued equipment, tools, technology, weapons, gear, uniforms, and other items are appropriately maintained and used in accordance with established policies and procedures.
Responsible for the completion of any special projects or other duties assigned by the Chief of Police, Deputy Chief of Police, or Police Commander (Captain). Duties may include assisting in special events, or other additional functions appropriate to the position.
Interview citizens wishing to file complaints on officers and refer them to the proper Division Commander or Internal Affairs for further action if necessary. Forward complaints through the chain of command to the Chief of Police via appropriate Department forms. Compile information, research and prepare written proposals for long range departmental planning in areas of staff development, computerization, upgrading of equipment, both at the direction of the Public Safety Director/Major, the director/Chief, and on his/her own initiative.
Enforce state and federal laws and university regulations through apprehension and arrest of violators. Presenting physical and testimonial evidence in appropriate hearings and/or trials. Ensure that criminal incidents occurring during his/her duty tour are investigated or refer certain cases to the Investigative Unit. Or, as required by duty/unit assignment, conduct other essential functions of the police department relevant to that work unit, including maintaining high visibility, working special events as available or if mandatory on occasion.
Review the work product of all subordinates to ensure conformance with the objectives of the organization and to assess the job performance of the Police Supervisor (Sergeant). This task shall be accomplished through observation of the following: Deployment of police personnel as it related to existing conditions on the campus and review of the following reports: Preliminary investigation, follow-up investigation, arrest reports, state uniform citation, missing person reports, operation report, 96 hour district attorney report, recovered/seized property report, division of motor vehicles accident reports, trespass warning citations and OSRR referrals. Reports are examined for legibility, grammar, spelling, and accurate presentation of facts, comprehensiveness, and proper format. Consultation with the District Attorney’s office to identify weaknesses exhibited in preparation of criminal cases and courtroom testimony may be necessary when warranted. Direct observation of officer’s personal appearance, condition of equipment, their actions while physically performing duties such as arrests, traffic stops, searches, courtroom demeanor, communication with the public and monitoring of police radio traffic.
Confer with the appropriate Police Commander (Captain) and make notification according to departmental policy. The following events should be reviewed with the Police Commander (Captain) on a daily basis for the following: Death or serious injury of any member of the university community whether the occurrence is on or off campus. Specific details of felonious or serious misdemeanor crimes occurring on the campus. Incidents involving any employee which may result in civil action against the university. Disciplinary measures which involve the potential for termination of an employee. Citizen complaints against departmental employees which cannot be resolved at the Police Supervisor (Sergeant) level. Proposed action which may change deployment of personnel not specifically assigned to the Police Supervisor (Sergeant) due to crime trends and specific events. Identify the needs to make changes in current policy when shift efficiency and Department needs are not met.
Identify strengths and weaknesses in the job performance of subordinates, taking appropriate corrective action as needed through education, additional training, or disciplinary action. Actively initiate, review, foster, or otherwise manage the career development of subordinates to ensure that development aligns appropriately with established policies and procedures related to any employee advancement programs and expectations.
Assume the duties of the Police Supervisor (Sergeant) and Police Commander (Captain) as needed. Ensure that time records are kept in accordance with ECU policy. Attend and/or conduct regular work group briefings, shift briefings, or other relevant meetings necessary for the continuity of police services.

Minimum Education/Experience
A minimum of a bachelors degree or greater and 6 years of sworn law enforcement officer experience or an associate degree and 8 years of sworn law enforcement officer experience. At least 3 years of the experience requirement must have been in a supervisory role equivalent to a Police Sergeant or greater. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.
License or Certification Required by Statute or Regulation
Certification from NC CJETSC as a commissioned police officer or certification eligible for out of state lateral hires.
Preferred Experience, Skills, Training/Education
NC Advanced Law Enforcement Certificate. Four years of sworn law enforcement officer experience at a university or college law enforcement agency preferred. At least 3 years of sworn law enforcement experience in a supervisory role equivalent to a police sergeant or greater at a university or college law enforcement agency preferred.
