Training Specialist

Job Description

Johns Hopkins Public Safety is seeking Public Safety Training Specialist who will facilitate the implementation of enterprise-wide risk reduction processes, crime prevention practices and public safety workforce development strategies to more than 1300 uniformed employees. Responsible for the coordination, development and delivery of initial and ongoing departmental training for public safety and contract security personnel in the areas of campus safety and security operations, customer service, basic lifesaving skills, appropriate use of force, hazard mitigation, quality assurance, crime prevention performance management and regulatory compliance.


Specific Duties & Responsibilities


Identifies, Evaluates & Designs Best Public Safety Practices

  • Research evidence-based, credentialed and promising public safety and security programs, assess and summarize their key determinants to inform supervisors, mid-level and senior managers in the selection of appropriate programing models.
  • Provide liaison and representative to public safety directors, JHU and JHM stakeholder communities, working groups, and committees in developing training solutions and scheduling.
  • Performs needs analysis, determining training needs of end-users and engages in short and longer-term delivery planning.
  • Provides direct technical assistance, coaching, consulting and training as necessary, including developing and facilitating collaborative instructional and delivery models that assist stakeholders in assessing challenges, identifying and implementing solutions. 
  • Manage the collection and use of data to critically analyze key elements related to curriculum design, delivery methods, regulatory compliance and learning retention.
  • Report data and summary analysis on the effectiveness of training programs, delivery models and outcomes, updating training materials as necessary.



Delivers Public Safety & Security Training

  • Facilitates, delivers and supervises the delivery of basic and specialized training sessions such as those concerned with new employees, in-service or annual refresher training, customer service, specific-on-the-job training, promotional development, crime prevention and leadership development.
  • Develops curriculum outlines, lesson plans, practical exercises, operational procedures and training programs.
  • Selects and develops teaching aids, such as handbooks, demonstrative models, visual aids, reference works, operating procedures and checklists, crime prevention literature and other educational media.
  • Utilizes diverse instructional methodologies based upon proven adult learning principles while presenting, incorporating in-person and virtual learning, practical skills demonstrations, scenario-based and problem-solving exercises and other proven outcome focused learning strategies.
  • Evaluates and records all program results and modifies program accordingly.
  • Instructs university and medicine stakeholders, including neighboring communities in specialized safety trainings. Provides crime prevention orientation sessions for all JHU and JHM personnel as needed.


Ensures Compliance with Legislative, Licensing & Professional Regulatory Requirements

  • Maintains a thorough knowledge of applicable statutory certification requirements, rules, and regulations.
  • Identifies security, police and special police licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training.
  • Prepares policy recommendations, drafts new and updated standard operating procedures to insure compliance with Joint Commission, accreditation and other professional standards as promulgated by the Joint Commission, IAHSS, ASIS, IACLEA, CALEA, etc.
  • Maintains employee training files, attendance records, lesson plans and other instructional documentation in accordance with Joint Commission standards.
  • Monitors department Performance Improvement Program.
  • Attends and successfully completes required instructional recertification programs.


Other Duties as Assigned

  • Revise standard operating procedures, plans and/or methods to account for the implementation of updated training and technical guidance.
  • Develop, implement, and maintain effective mechanisms for ongoing relationships and partnerships through participation in internal, state, and national committees, professional associations and workgroups.
  • Performs other related duties as required by the supervisor.
  • Ability to attend, successfully complete and maintain certification as a Maryland Police & Correctional Training Commission General Instructor and, other certifications identified as preferred when assigned.


Minimum Qualifications
  • Bachelor’s Degree preferably in Criminal Justice, Law Enforcement Administration, Security Management, Educational Development or other related field required.
  • Three years of experience in adult training and development to include the areas of needs assessment and analysis, instructional design, training delivery, and group process or other related experience required.
  • Requires one year of experience with coordination/supervision, training, and daily oversight of staff, students, or volunteers.
  • Additional education may substitute for required experience and additional related experience may substitute for education, to the extent permitted by the JHU equivalency statement.


Preferred Qualifications
  • Master’s Degree in Criminal Justice, Law Enforcement Administration, Security Management, Educational Development or related field of study is preferred.
  • Experience in teaching as well as a professional level of knowledge of crime prevention strategies/techniques and organizational training and development strongly desired.
  • Significant experience in a security or law enforcement agency servicing a university and/or medicine campus is preferred.
  • Maryland Police & Correctional Training Commission General Instructor Certification.
  • American Heart Association CPR and First Aid Instructor Certification.
  • Crisis Prevention Institute (CPI), Crisis Intervention Instructor Certification.
  • Monadnock Expandable Baton Instructor Certification.
  • Handcuffing Instructor Certification.
  • Crisis Intervention Team Coordinator Certification, CIT International.
  • Mental Health First Aid Instructor Certification.
  • Oleoresin Capsicum Defensive Spray Instructor Certification.
