DESCRIPTION
Napa Valley College is seeking a Career Education and Workforce Development (CEWD) Program/Outreach Specialist.
Career Education programs allow students to learn by exploring, collaborating, and doing, while preparing for careers or for transfer to a four-year college. Our programs have a variety of entry and exit points, which, to the extent possible, are aligned with industry positions, industry skill needs and third-party credentials. The incumbent in this position will be providing support to Career Education and Workforce Development (CEWD) programs and dual enrollment services with specific responsibilities for recruiting, promoting, assessing, registering, and recruiting students who might benefit from programs and services; assisting students in identifying needs and identifying available services; ensuring effective communication and service delivery; conveying information regarding program activities and/or procedures; and maintaining services in compliance with established program guidelines.
This is a full-time, 12-months-per-year, classified position. The salary has an appropriate placement on range 18 of the current Classified Salary Schedule. The starting salary range is $4,770 to $5,523/month, with future steps up to $6,715/month. A current regular classified employee who laterally transfers into a different position at the same salary range shall retain salary step, anniversary date, and salary date.
DUTIES AND RESPONSIBILITIES
Essential Functions:
- Collaborates with a variety of groups and/or individuals (e.g. community organizations/agencies, district personnel, other district personnel, state agencies, etc.) for the purpose of implementing and maintaining services and programs.
- Compiles documentation for the purpose of determining eligibility for services and/or funding options.
- Coordinates program activities and special events with a variety of outside services agencies, school sites, etc. (e.g. workshops, conferences, classes, trainings, etc.) for the purpose of assisting eligible students to gain access to programs and services; and meeting grant/program guidelines.
- Develops and distributes materials for the purpose of providing information on available programs/services.
- Facilitates meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a representative of Career Education and Academic Affairs in partnership with area managers and administrators.
- Maintains a variety of manual and electronic files and/or records for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.
- Monitors program services after eligibility for the purpose of providing ongoing services to eligible students.
- Participates in a variety of meetings, workshops and committees (e.g. trainings, workshops, conferences, presentations, etc.) for the purpose of conveying and/or gathering information required to perform functions and remaining knowledgeable with program guidelines.
- Prepares a variety of documents, reports and written materials (e.g. correspondence, forms, reports, , letters, memos, referrals, etc.) for the purpose of communicating information to students, parents, staff; providing written support, developing recommendations and/or conveying information.
- Presents a variety of information to students, parents, and community groups, etc. for the purpose of providing information and/or referrals.
- Researches variety of program related information for the purpose of evaluating compliance requirements and impact on district operations.
- Responds to inquiries from a variety of internal and external sources for the purpose of providing information and/or direction as may be required.
- Serves as a resource to students for the purpose of providing program information and educational opportunities.
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities:
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; read and interpret statistical summaries; planning and managing projects and programs; developing effective working relationships; preparing and maintaining accurate records; optimal communication skills across a variety of modalities; maintenance and use of online informational databases; and developing outreach with students, personnel, and community.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations, personnel processes, and standard business practices, statistics, operations, procedures, specific rules, and precedents of academic affairs at California Community Colleges; practices and activities in an academic affairs program; and composing a variety of documents.
ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; meeting deadlines and schedules; setting priorities; working with multiple projects, frequent interruptions, and changing work priorities; working with detailed information/data and maintaining accurate records; maintaining confidentiality; solving problems; public speaking; facilitating group discussions; and demonstrated sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.
Responsibility:
Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization’s services.
Working Environment:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
Experience:
Three (3) years of job related experience with increasing levels of responsibility is required.
Education:
Bachelor’s degree in job-related area.
Equivalency:
Community college and/or vocational school degree with study in job-related area and five (5) years of job related experience with increasing levels of responsibility.
