About the Department

North Carolina State Extension has received a five (5) year project from the Centers for Disease Control and Prevention to prevent obesity in 10 counties in central and eastern NC. A primary goal for this project is to engage and leverage community extension to implement evidence-based strategies for food and nutrition security, safe and accessible physical activity, and early care and education settings.

Essential Job Duties

We are hiring a Program Manager in the Department of Agricultural and Human Sciences at NC State University to lead project management and activities for the CDC funded project. The individual will be responsible for providing organization and programmatic oversight for the project occurring in the ten previously identified counties; managing four Community Fellows located in county clusters; coordinating evaluation efforts (working with the Project Evaluator); leading communication efforts at the county level including development of key messaging through social media and news stories; and overseeing communication with project participants and stakeholders. This means the position’s funding sources and duties will expand within the scope of the job description. The program manager must be organized and dependable and have excellent communication skills.

Essential job duties may include, but are not limited to:
  • Maintain timely communication with the PI team, County-level Extension staff, Program Evaluator, Community Liaisons, and other partners on all activities, including but not limited to scheduling regular meetings, creating meeting agendas, maintaining notes, and communicating critical next steps with internal and external teams
  • Manage the program team and all administrative aspects of the program on an ongoing basis
  • Arrange schedules and plans for all county-level community assessments, activities, and programming for ongoing program implementation
  • Organize the program calendar and list of community partners, including individuals who contact the program for additional information, resources, etc.
  • Maintain the team’s Project Management system, including effectively using the system to track project progress.
  • Track program expenses and budget on an ongoing basis including any funding received through contracts and grants and provide oversight for the program accounts
  • Seek new funding sources to be able to sustain program offerings beyond what the current funding will support
  • Ensure all program reports are prepared and submitted to funders according to agreed-upon timelines
  • Coordinate hiring of new staff as needed
  • Train student volunteers and employees in areas including, but not limited to, ethics, evaluation methods, and community-based evaluation strategies with support from the Project Evaluator.
  • Provide oversight to undergraduate and graduate students employed by the project, including but not limited to scheduling, delegating roles, and providing evaluation.
  • Provide training to Extension personnel statewide on project strategies, materials, and implementation.
  • Provide community partners with ongoing technical (online and in-person) support related to supported programming.
  • Recruit community members to participate in evaluation activities related to program strategies across the state of North Carolina
  • In collaboration with the Program Evaluator, develop application materials for the Institutional Review Board (IRB) through NC State
  • Oversee IRB submissions and ensure compliance with IRB for all program studies in coordination with the Program Evaluator and PIs.
  • Obtain consent in person or virtually from all participants in research activities, including focus groups, interviews, or other intervention components (as needed depending on project strategies)
  • Manage a university P-card and all purchasing needs (e.g., equipment, supplies); Ensure purchases comply with restrictions set by funders and/or University policies.
  • Conduct all travel arrangements for self, and larger team (e.g., creating Travel Authorizations in MyPackPortal, purchasing flights, hotels, conference fees, initiating reimbursements, facilitating AP104s)
  • Lead public messaging strategies and the publication process of program outcomes through social media, news articles, technical reports, peer-reviewed journals, and other outlets as determined by the PI team, county-level staff, and the community.
  • Act as the spokesperson for media and outreach to the general public and scientific community
  • Provide information about the project and outcomes to the general public
  • Coordinate writing, review, and submission of manuscripts in peer-reviewed journals
  • Draft proposals and applications for participation in state and national-level professional conferences and events as needed
  • Coordinate data sharing and idea generation with external partners and stakeholders in collaboration with Project Evaluator
  • Present program information to potential funders through in-person meetings or online webinars/demos sessions
  • Attend regular national Centers for Disease Control and Prevention and internal Strategy area meetings; maintain detailed notes and record-keeping using Google Drive
  • Coordinate and maintain social media and website content
  • Provide input on marketing and media as needed
  • Assist with maintenance of program websites and write blogs on nutrition and physical activity-related topics on an ongoing basis to enhance content on the program websites
  • Assist with other duties as assigned.

Minimum Education and Experience

  • Must hold a Ph.D. in nutrition, public health, or a related field.

Other Required Qualifications

  • Must be able to conduct a systematic literature review, administrate IRB protocols, develop grants, employ qualitative and quantitative methodologies, and have a grounding in health promotion programming, and policy, systems, and environmental (PSE) change.
  • Must have capacity in network building, coordinating inter-institutional teams, and communicating research to the community at large.
  • Experience working with culturally, linguistically, and socio-economically diverse populations.
  • Demonstrated experience in project management is expected.
  • Ability to design data-gathering instruments; prepare and manage large databases, prepare, analyze, and draw conclusions from data; make oral and written presentations on the analysis of a project for public and professional audiences
  • Evidence of excellent interpersonal skills, team building, problem-solving ability, networking skills, and ability to work with diverse groups.
  • Strong computer skills, including Microsoft Office Suite (e.g., Excel, PowerPoint), Canva Pro, and/or Adobe Suite, and Google applications.
