Job Description
We are currently seeking a Director, Payroll, Reporting and Benefits who will advance the institution’s proud tradition of excellence in academics, student life and community service.
JOB SUMMARY
The Director, Payroll, Reporting and Benefits is accountable for the accurate and timely processing of employee compensation transactions, reporting, transmitting of deductions and other payments to state & federal agencies and third-party vendors using an electronic payroll system and oversight of benefits.
Assure compliance with IRS, TRS, ERS, COBRA, HIPPA, TWC, and required state statutes.
Responsible for scheduling, reconciling and managing the year-end tax process, collaborating with Payroll, Talent Technology and Finance, and will oversee the issuance of W-2’s, 1095-C and filing the federal and state reports that are associated with employer’s payroll taxes.
Responsible for ensuring all payroll reporting complies with federal, state and HCCS regulations/policies.

Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures.
Manages Talent Engagement activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.
ESSENTIAL FUNCTIONS
Direct and coordinate all activities related to the overall administration of HCC’s Payroll and Benefits areas and keep abreast of all new laws and regulations.
Develop the payroll schedules and calendars within the payroll system and communicate the results to other departments throughout the system.
Analyze existing processes for payroll and benefit systems, capture best practices, and recommend enhancements and cost-savings to the Chief Human Resources Officer.
Govern the application of Payroll and Benefits policies, regulations, practices and government regulation
Act as subject matter expert on cross-functional teams by providing consultative and functional assistance for ongoing administration for Payroll and Benefits.
Develop and manage the Payroll and Benefits budgets in planning and tracking.
Manage all projects associated with the Payroll and Benefits HCM performance audit and facilitate process improvement strategies.
Responsible for all calendar year and fiscal year end processes related to payroll and benefits.
Serve as Project Manager to coordinate calendar year-end closing activity with Talent Engagement, HCM, Finance and other departments throughout the HCC system.
Analyze employees and business needs for HCC benefits programs to develop short- and long-range strategies, goals, and action plans and to create competitive benefit plans.
Responsible for balancing salary expenses and payroll liabilities.
Advise the Chief Human Resources Officer of planned or unplanned system outages that will affect the ability to process payroll on time.
Maintain and execute a Disaster Recovery Plan for the Payroll and Benefit system/area.
Responsible for creating, facilitating and maintaining a Payroll and Benefit service delivery model that promotes customer service.
Identify and resolve any external or internal pay or benefit problems.
Direct and monitor the garnishment process to include, but not limited to, child support, bankruptcies, IRS levies and student loans.
Perform other duties, tasks and assignments as required.
QUALIFICATIONS
Education & Experience
- Bachelor’s degree in Accounting, Finance, Business Administration or a closely related field required; Master’s degree preferred
- 6 years combined experience in payroll accounting, automated ERP payroll processing, payroll and payroll deduction reporting and payroll account analysis required; including 3 years supervisory experience
Licensing & Certification
- Valid Texas Driver License
- Certified Payroll Professional (CPP) preferred

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.
