Job Description

 

Maintain and enhance GRCC's grant accounting, budget and financial reporting systems. Research, analyze, plan and communicate vital financial information and recommendations to executive management, grant officers and others facilitating informed, sound decision making to meet the College's mission/ends.

Essential Functions

  • Perform accounting for grants in accordance with generally accepted accounting principles (GAAP) and Federal Uniform guidance. Ensure grant expenditures, invoices, and cash requests/drawdowns comply with applicable regulations and standards.
  • Serve as liaison between grants office and grant managers, regularly meeting to review budget status and compliance.
  • Provide training to grant managers on financial systems, processes, and compliance requirements.
  • Monitor budget versus actual spending, review/approve grant expenditures, and consult with grant managers as necessary.
  • Communicate effectively with supervisors, peers, subordinates, and external stakeholders to facilitate grant administration.
  • Maintain a calendar of grant deadlines, reporting requirements, and key contacts for ongoing and upcoming grants.
  • Assist in submission of accurate financial reports on a timely basis, ensuring compliance with funding agency requirements.
  • Conduct final reviews of proposed grant budget spreadsheets to ensure accuracy and compliance and assist in developing grant budgets in the college’s ERP financial system, ensuring alignment with funding guidelines.
  • Update and apply relevant knowledge of financial software and tools to improve the grant accounting processes. Analyze data and evaluate compliance with grant standards to identify and resolve potential issues.
  • Make informed decisions on labor distribution adjustments and fringe benefits calculations for grants.
  • Assist in preparing audit work papers for annual, state, federal, or internal audit requests.
  • Ensure fixed assets purchased with grant funds are tagged and inventoried in the fixed asset system.
  • Participate in grant development teams for federal proposals, providing budget guidance and recommendations
  • Review Budget guidelines from requests for proposals and ensure compliance during the grant application process.
  • Conduct post-award conferences for grant managers to ensure understanding of financial systems and processes.
  • Support subrecipient monitoring evaluations, including risk assessment, audit reviews, and financial compliance monitoring.
  • Stay abreast of changes in regulations, policies, and procedures related to grant administration.
  • Contribute to updates to GRCC’s Grant Administration Guide and related office procedures.
  • Work as part of the grant development and financial management teams to ensure seamless grant administration. Collaborate with internal and external stakeholders to align grant activities with institutional goals.
  • This role is a Campus Security Authority (CSA). CSAs will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act.
  • Perform other related duties as assigned.

 


JOB SPECIFICATIONS

Education

  • Bachelor's degree (B.A.) in Accounting or Business; three years related experience and/or training

Work Experience

  • Three years of experience in grant or fund accounting work required, in a higher education setting highly preferred.
  • Experience must demonstrate the ability to report and maintain compliance on multiple grants or possess similar work experience required.
  • Experience working with Enterprise Resource Planning software and procedures, including system design/setup preferred.

  • Ability to function effectively as a member of a team in a multi-person and high volume academic and student affairs department
  • Ability to work flexible hours as needed. May require occasional evening and weekend hours
  • Some travel may be required to participate in professional organizations and conferences
